Percy Edward Jarman was born in England and came to Montreal, Quebec, Canada at a young age.
From 1904 until 1906, Percy worked as Inspector of Structural Steel at Dominion Bridge in Lachine, Quebec. He was a member of the Engineering Institute of Canada and became Chairman of the Montreal branch in 1932. He was member of the Corporation of Professional Engineers.

He began his municiple career as assistant to the Town Engineer of Outremont and assistant for the city Surveyor of Westmount to go on to Deputy City Surveyor and Building Inspector. A city of Westmount engineer since 1908, Percy became the city's engineer in 1913 and then general city manager from 1930 until January 1, 1951.

The International City Managers' Association appointed Percy to the Committee on Professional Conduct.
Percy Jarman became the President of the Westmount Rotary Club in 1934 and in 1969 was awarded a painting of the old Hurtubise home on Cote St. Antoine Road in Westmount for recognition for more than 35 years of service. He is remembered for skillfully guiding the club in it's great humanitary work during the depression years. The purchase of land and the building of Weredale Camp for hundreds of homesless and wayward boys staying at The Weredale House is just one example.
Percy was a member of the Independent Art Association and attended Sir George Williams College School of Art and studied under A. Sheriff Scott, RCA.
